  • Second, the planning levels and responsibilities within the company were assessed
  • A work flow for strategy, operational planning and budgeting was established where the role of different planning levels and the sequence of plans was clarified
  • The format and content of plans including instructions for different levels was developed, a uniform budgeting tool was also developed
  • Finally, an approval process and a consolidation of plans was conducted
